A Storm Surge Watch means life-threatening inundation, from rising
water moving inland from the coastline, is possible somewhere within
this area within the next 48 hours

A Tropical Storm Warning means tropical storm-force winds are
expected somewhere within this area within the next 36 hours

- Kitty Hawk
- Nags Head
- Manteo

* WIND
- LATEST LOCAL FORECAST: Equivalent Tropical Storm force wind
- Peak Wind Forecast: 45-55 mph with gusts to 70 mph
- Window for Tropical Storm force winds: Friday evening until
Saturday afternoon

- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for wind 58
to 73 mph
- PLAN: Plan for dangerous wind of equivalent strong tropical
storm force.
- PREPARE: Remaining efforts to protect life and property
should be completed as soon as possible. Prepare for
significant wind damage.
- ACT: Move to safe shelter before the wind becomes hazardous.

- POTENTIAL IMPACTS: Significant
- Some damage to roofing and siding materials, along with
damage to porches, awnings, carports, and sheds. A few
buildings experiencing window, door, and garage door
failures. Mobile homes damaged, especially if unanchored.
Unsecured lightweight objects become dangerous projectiles.
- Several large trees snapped or uprooted, but with greater
numbers in places where trees are shallow rooted. Several
fences and roadway signs blown over.
- Some roads impassable from large debris, and more within
urban or heavily wooded places. A few bridges, causeways,
and access routes impassable.
- Scattered power and communications outages, but more
prevalent in areas with above ground lines.

* STORM SURGE
- LATEST LOCAL FORECAST: Life-threatening storm surge possible
- Peak Storm Surge Inundation: The potential for 2-4 feet
above ground somewhere within surge prone areas
- Window of concern: through Saturday afternoon

- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for storm
surge flooding greater than 3 feet above ground
- PLAN: Plan for life-threatening storm surge flooding of
greater than 3 feet above ground.
- PREPARE: Evacuation efforts and flood preparations should
soon be brought to completion before conditions become
unsafe.
- ACT: Leave immediately if evacuation orders are given for
your area to avoid being cut off from emergency services or
needlessly risk lives.

- POTENTIAL IMPACTS: Significant
- Areas of inundation with storm surge flooding accentuated
by waves. Damage to several buildings, mainly near the
coast.
- Sections of near-shore escape routes and secondary roads
become weakened or washed out, especially in usually
vulnerable low spots.
- Major beach erosion with heavy surf breaching dunes. Strong
and numerous rip currents.
- Moderate damage to marinas, docks, boardwalks, and piers.
Several small craft broken away from moorings, especially
in unprotected anchorages.

* FLOODING RAIN
- LATEST LOCAL FORECAST:
- Peak Rainfall Amounts: 3-6 inches, with locally higher
amounts

- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for
moderate flooding rain
- PLAN: Emergency plans should include the potential for
moderate flooding from heavy rain. Evacuations and rescues
are possible.
- PREPARE: Consider protective actions if you are in an area
vulnerable to flooding.
- ACT: Heed any flood watches and warnings. Failure to take
action may result in serious injury or loss of life.

- POTENTIAL IMPACTS: Significant
- Moderate rainfall flooding may prompt several evacuations
and rescues.
- Rivers and tributaries may quickly become swollen with
swifter currents and overspill their banks in a few places,
especially in usually vulnerable spots. Small streams,
creeks, canals, and ditches overflow.
- Flood waters can enter some structures or weaken
foundations. Several places may experience expanded areas
of rapid inundation at underpasses, low-lying spots, and
poor drainage areas. Some streets and parking lots take on
moving water as storm drains and retention ponds overflow.
Driving conditions become hazardous. Some road and bridge
closures.

* TORNADO

- Situation is somewhat favorable for tornadoes

- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for a few
tornadoes
- PLAN: Emergency plans should include the potential for a
few tornadoes.
- PREPARE: If your shelter is particularly vulnerable to
tornadoes, prepare to relocate to safe shelter before
hazardous weather arrives.
- ACT: If a tornado warning is issued, be ready to shelter
quickly.

- POTENTIAL IMPACTS: Limited
- The occurrence of isolated tornadoes can hinder the
execution of emergency plans during tropical events.
- A few places may experience tornado damage, along with
power and communications disruptions.
- Locations could realize roofs peeled off buildings,
chimneys toppled, mobile homes pushed off foundations or
overturned, large tree tops and branches snapped off,
shallow-rooted trees knocked over, moving vehicles blown
off roads, and small boats pulled from moorings.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday.

High Surf Advisory.

Swell from distant Hurricane Nigel will impact the beaches into the
weekend, bringing rough surf and an elevated rip current risk.

A low pressure system will impact the area Friday into the weekend.
Potential impacts include heavy rainfall, strong winds, and isolated
strong to severe thunderstorms. Minor to locally moderate coastal
flooding, with water rises 2 to 3 feet agl, is expected Friday into
Saturday night, both ocean and soundside. Localized ocean overwash
also possible Friday into Saturday, especially around times of high
tide.

.SPOTTER INFORMATION STATEMENT...

Spotter activation is not expected at this time.

MORNING THROUGH THIS EVENING...
...HIGH SURF ADVISORY IN EFFECT FROM 8 AM FRIDAY TO 5 PM EDT
SATURDAY...

* WHAT...For the Beach Hazards Statement, dangerous rip currents
and large breaking waves expected in the surf zone. For the High
Surf Advisory, large breaking waves of 7 to 10 feet expected in
the surf zone.

* WHERE...Outer Banks beaches.

* WHEN...For the Beach Hazards Statement, from 8 AM EDT this
morning through this evening. For the High Surf Advisory, from
8 AM Friday to 5 PM EDT Saturday.

* IMPACTS...Dangerous swimming and surfing conditions and
localized beach erosion. Rip currents can sweep even the best
swimmers away from shore into deeper water. Dangerous shore
break can throw a swimmer or surfer head first into the bottom
causing neck and back injuries. Localized ocean overwash will be
possible Friday and Saturday, especially around times of high
tide.

* ADDITIONAL DETAILS...The most likely time for strong rip
currents to occur is a couple hours either side of low tide,
which will occur around 7 PM today.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.
